David F. Rogus

David Rogus brings to MetroStar Systems an eye for new opportunities based on extensive global experience as a naval officer, diplomat, and international business development consultant. He has served throughout the world in an array of countries ranging north-south from Iceland to Brazil and east-west from Austria to Vietnam.

David’s diplomatic portfolio prominently includes Brazil and South America’s Southern Cone, and assignments covering Mexico, the Caribbean -- Cuba, the Dominican Republic, the French Antilles, and Puerto Rico, Iceland – where he was Deputy Chief of Mission, and the Balkans. He also specialized in international law enforcement, counter-narcotics, and anti-money laundering activities, work which involved cooperation with a spectrum of countries and organizations including the United Nations where he represented the United States on these issues. In addition, he served as co-chair of the State Department’s Foreign Service Institute Latin America studies program and as a member of the Foreign Service Board of Examiners assessing and selecting candidates for the Diplomatic Corps.

As a Naval Officer before joining the Foreign Service, he saw duty in Vietnam during the war and throughout the Atlantic, Pacific and Mediterranean fleets. He also had two tours of duty with the Brazilian Navy and taught at its Naval Academy.

After leaving the Senior Foreign Service with the rank of Counselor, he joined Lockheed Martin as Director of Business Development in the Americas. He is now president of David Rogus and Associates, an international business development group retained by the Lockheed Martin Corporation with operations in Washington, São Paulo and Rio de Janeiro. His current business development work has included commercial satellite launch services, large scale high-technology systems, specialized shipbuilding, naval and maritime control, coastal surveillance and port security, offshore petroleum production support, transportation, and emergency operations centers.

Originally from Syracuse, New York, Mr. Rogus holds degrees from Marquette University and the National War College and is a recipient of the Navy Commendation Medal for service in Vietnam, and the State Department’s prestigious James Clement Dunn Award for Excellence. He speaks Portuguese and Spanish.

His wife, Linda Tomalenas, is Executive Director of the Northwest Federal Credit Union Foundation. They have two children, Kristin Rogus, a graduate of the University of Virginia’s McIntire School of Commerce who is an executive with Bloomingdale’s, and Steven Rogus, a graduate of the Thomas Jefferson High School for Science and Technology of Fairfax, Virginia who is a physics student at Virginia Tech. The couple live in Fairfax County, Virginia.
